Since 1975, David Close has taught at Memorial University, where he is Professor of Political Science. His principal research interests are civil society and governance, and Latin American and Iberian politics.

For the Strategic Social Plan (SSP) to be more than an exercise in contracting out service delivery to the voluntary community-based sector (VCBS) there must be institutions to facilitate the sector’s access to government. My research focuses on two aspects of this question. First, it examines the linkage mechanism set up by government. Two of these are most significant: the Premier’s Council on Social Development and the Rural Secretariat, which contains the SSP Office. The second element is the behaviour of the regional committees of the SSP where the VCBS meets to do its social policy work. There are three issues of interest here: how the committees function, what they decide to do, and how they link to the government’s policy-making machinery. There are two big questions that underlie this research: (1) can the VCBS join the provincial social policy network, instead of being part of the more amorphous social policy community; and (2) can social capital evolve into political capital?
