Penelope M. Ayre-Rowe has spent much of her professional career in the social policy field. She promotes the role of the voluntary, community-based sector and is an advocate for the integration of social and economic development, championing numerous efforts to promote individual wellbeing.
As Chief Executive Officer of the Community Services Council of Newfoundland and Labrador she has spearheaded several programs to assist persons on income support to achieve higher education and necessary skills to become independent. CSC established the first full time registered Early Childhood Training Centre in Newfoundland and the READY Centre, which provided Adult Basic Education.
Ms. Rowe was Chairperson of the Workplace Health Compensation and Safety Commission (WHSC) for 11 years and was a driving force in the creation of the province’s Strategic Social Plan (SSP). She served as Chair of the Social Policy Advisory Council which produced the seminal report, Investing in People and Communities, A Framework for Social Development.
Ms. Rowe fosters cooperative relationships with academic colleagues. She co-chaired the Biennial Social Welfare Policy Conference in 1993 and is also a member of the research consortium affiliated with the Canadian Centre for Philanthropy (CCP) undertaking the National Survey of Voluntary and Non-profit Organizations.
Ms. Rowe served as the first chairperson of the Capital Coast Development Alliance Regional Economic Development Board and is a member of the Premier’s Council on Social Development. She is the past co-chair of the Canadian Health Network (CHN), and has served on the boards of the Canadian Council on Social Development (CCSD), The National Council of Welfare (NCW), and the National Coalition of Voluntary organizations (NVO).
Currently she is a member of the Voluntary Sector Forum (VSF)and Vice President of the Social Sciences and Humanities Research Council (SSHRC).
She was appointed to the Order of Canada in 2002
